As we approach the halfway point of this term of City Council, I want to send an update to my friends, supporters, constituents and others outlining some of the work I have done for our community in the last two years, and sketch out my plan for the next two! This is quite a long list, so I won’t go into too much detail on each item, but please don’t hesitate to e-mail back with questions about any one of these items!
Further, if you or your organization are hosting an event in the community and want help getting the word out, I have used my office resources many times to help promote worthy causes throughout different neighbourhoods. Please get in touch if you think I can help!
-Free outdoor pools in St. Boniface
I was delighted that Council supported the plan to make four outdoor pools in St. Boniface free to use permanently. Families had a great time in Provencher, Norwood, Happyland & Windsor Park Pools!
-Cops on buses
Successfully lobbied for uniformed and undercover police presence on Winnipeg Transit buses to address and strengthen driver and passenger safety.
City Council unanimously passed my motion to adopt safety guidelines for the approval of residential development near rail lines, which includes provisions for berms, setbacks and other safety measures.
-Whistleblower protections for city workers
Worked with Mayor Bowman to push forward legal whistleblower protection for municipal workers. A bill enshrining these rights was tabled in the legislature but not passed at the point of the last election. Continue to advocate among MLAs to move this forward at provincial level.
-Annual evaluations for CAO & other statutory officers
Moved a Council motion to initiate annual evaluations for the Chief Administrative Officer - the city's top bureaucrat. Also moved a motion to expand these evaluations to the Chief Clerk, City Auditor, and CFO.
Conducted a pilot project to implement the ‘zipper merge’ traffic maneuver at Winnipeg construction sites to better traffic flow in Winnipeg at construction sites. I continue to advocate for this which I believe to be a no-nonsense approach to traffic.
-North St. Boniface Secondary Plan & PDO
Public consultation and administrative review currently underway to update and develop a planning guidelines for the north Provencher area. Also have other Secondary Plans on the waiting list such as one in Mission Industrial Park.
-Saving Parmalat jobs
Worked with Council to secure the future of Parmalat Industries in St. Boniface, while also successfully relocating a grandfathered industrial site out of a residential area.

-Ecole Van Bellingham playground
Provided $26,000 towards the École Van Bellingham schools incredible new $200,000 playground upgrade master plan. The new facilities are there for the community to use!
-École Taché playground
Provided $25,000 to the upgrade to the beautiful new recreational space and field at École Taché.
-Festival park enhancements
I supported Festival du Voyageur to the tune of $38,000 - matching with funds raised from other sources - to renovate Fort Gibraltar and construct a historical stone oven.
-Ron Duhamel Park
I provided $60,000 to complete the construction of Ron Duhamel Park in Sage Creek
-Windsor Park Library
Windsor Park Library will be replaced with a new $4,704,700 Million facility on Archibald. I wish to recognize the work of my colleague Dan Vandal in realizing this.
-Norwood Community Club kitchen & rink
I have supported the Norwood Community Centre to the tune of $20,000 for the replacement of their hockey rink, and $27,848.20 for the renovation of their kitchen.
-Happyland Park play structure
My office secured $200,000 to replace the play structure at Happyland, and consultations for construction in 2017 will begin this fall!
-Assisted in establishing new residents associations
I was pleased to provide advice and startup funding grants to a new residents association based out of the Archwood and East Norwood neighbourhoods, with another one coming soon!
Proud to have supported this not-for profit cyclists co-op based in St. Boniface, matching their fundraising campaign with $15,000 towards their new facilities.
-Whittier Park Scoreboard
I supported the St. Boniface - St Vital Baseball Club application to install a scoreboard to the tune of $15,358.
*Appointments and responsibilities
Mayor Bowman appointed me to former Government of Manitoba Rail Relocation or Rationalization Task Force. Regrettably it was cancelled by the new government, however Mayor Bowman, our MP Dan Vandal and myself remain committed to moving this issue forward.
-Standing Policy Committee on Property and Development, Heritage, and Downtown Development
I sit on Council’s Property, Planning, Development, Heritage and Downtown Development Committee, where we oversee development and property related issues large and small.
-Francophone and Francophile Cities Organisation
I was appointed by Council as the newly created Francophone and Francophile Cities Network representative, where I work to build business and community connections in the broader North American francophone community.
As a member of the Library Board, I have the honour of working with citizens and library staff to run our City of Winnipeg Library system.
As Vice-President of the Association of Manitoba Bilingual Municipalities, I work to improve service delivery for bilingual municipalities including Winnipeg, and lobby the provincial government.
-Integrity Commissioner Hiring Committee
Joining Council colleagues in selecting a candidate to fill the long-needed position of Integrity Commissioner to oversee ethics and accountability in city practices.
One of a short list of Councillors invited to join Mayor Bowman and his EPC in crafting the 2017 Capital and Operating Budget.
-Marion & Archibald upgrades
During the election campaign I committed to upgrading and improving this problematic intersection. I committed to seeing through the study into an underpass and road-widening which was initiated before my election. The plan it yielded was not realistic, too expensive, too disruptive, and did not have widespread public support. I remain committed to developing a new plan and securing funding.
In July, I authored a motion calling on Winnipeg to examine the implications for the City of Winnipeg for land use planning, transportation planning, and other areas, based on the imminent arrival of self driving vehicles on our streets which just received an endorsement from our planning staff. Experts in the field widely agree that this technology may revolutionize the way our cities are built and organized, and we need to start studying this now, as most major cities and US President Barack Obama are doing.
I have a motion currently with the Winnipeg Fire Paramedic Service on how to expand the use of ‘lockboxes’, a program and tool that allows emergency responders to access condominium and apartment block multi-family buildings. This initiative is ongoing.
-Removing library fines for children and teens
As a member of the Library Board, I spearheaded the Board’s project with a Council Motion to waive library fines for children and young teens. This idea was endorsed by our public administration and will be considered for the 2017 budget.
-Free WiFi in city facilities
I have been working with Shaw Communications to expand their offer to provide free WiFi in city facilities such as community centres. This project is ongoing.
-St. B Smell
At the start of 2015, I created the website http://stbsmell.ca to make the process for submitted complaints about industrial odours to Manitoba Conservation (now Manitoba Sustainable Development) more convenient. Now have collected hundreds of complaints and met with provincial officials several times to develop plans (planning, communications, regulatory) to address the issue. Work is ongoing.
-Promendade Taché & Promenade St. Boniface
Continue to work towards the vision of a complete river trail system running from the south end of Lyndale Drive all the way through Norwood, St. Boniface (including Promenade Taché) and up through Whittier Park and beyond. Work is ongoing.
-Norwood Bridge improvements
My office met with residents and staff to address safety concerns around the Norwood Bridge. We continue to discuss with administration how the area could be improved in keeping with the principles of Crime Prevention through Environmental Design, and Winnipeg’s Active Transportation and “Go To The Waterfront” plans.
-Lyndale Drive stabilization
This year, the City conducted a consultation and design study for the Lyndale Drive riverbank along its south side. This will secure the safety and integrity of the road, sewer network, adjacent properties, as well as expanding the improving the riverbank trail as a part of ‘Promenade St. Boniface.’
-Nordale School playground
I am proud to be working with the Nordale School and its parent committee to support their incredible vision for a new community oriented park and educational centre.
-Frontenac School playground
My office is working with Frontenac School and active parents in Windsor Park to support their vision for a remastered school playground. Very excited to support so many dedicated volunteers in so many schools and neighbourhoods across our community working to improve recreational spaces!
